Saggy Pants - Why Do Men Do This, Or Better Yet How Do They Do It?!

So we've all seen this, men or boys wearing their pants half way down their legs with their underwear and on some occassions their ass fully exposed.  Its been a subject of debate on many occasions, actually just last night on our way home from dinner we bitched about it.  Apparently its not only visually offensive but has also become a legal issue when a police officer issued a ticket to a Bronx Man for wearing his pants too low.   In the States a Bronx judge threw out a summons issued against Julio Martinex for wearing saggy pants, finding that "the Constitution still leaves some opportunity for people to be foolish if they so desire."
